That is Joe MacMillan's philosophy; as a GADEM geneticist, his job isn't to worry over the mutants but to figure out what makes them tick, what makes them mutants. Although he knows the future of humanity rests on the shoulders of him and his group of doctors, he also knows that he's still bound by the ethics of his profession and those are the only things keeping him from crossing the moral event horizon that working for DHS can cause you to go over...

OVERALL. Born into a Mainline Mormon family in the Utah capital of Salt Lake City, Joe MacMillan learned from an early age about how mankind was superior to any and all other creatures and those lessons stuck as he went on to college and then medical school, eventually going on to receive his M.D. from the University of Utah, followed by an M.Sc. in Public Health and a doctorate in human gentics.



While there, he caught the eye of government officials who, fearful of the world around them in the post 9/11 world, convinced him to come over to their side, working for the Dept. of Homeland Security for several years before moving over to NIH, where he studied genetics in certain groups (read, mutants; the government, having long known of the presence of mutants in society, began to focus on them, especially in the past few decades). While he wasn't one of the team of doctors who discovered the X-gene (that belonged to one of his fellow geneticists, a Dr. Aram Jurie at Sandia Pathogenics, who led the team that did so) his work on genetics became part of GADEM's knowledge bank, a bank he taps into regularly.



His job: ensure than any and all mutants under GADEM's "care and support" (read: captivity) are well taken care of and healthy; as Dr. MacMillan would put it, "My job's not to waterboard mutants; my job is to make sure they're alive before and after they're waterboarded. Anyone have a problem with that, take it up with the passengers on Flights 11, 77, 175 and 93 and everyone who's ever died at the hands of a mutant over the years before you complain about GADEM. Got it?"
